In a large bowl, mix the shrimp, pork, garlic, ginger, scallions, white pepper, kosher salt, sugar, sesame oil, wine, and soy sauce in one direction until combined and can see streaks in the filling along the edge of the bowl. With your hands, pick up the filling and throw it back into the bottom of the bowl a few times to create a springy texture.

Arrange 1 wonton wrapper on your work surface and add 1/2 tbsp of filling to center. Wet 2 adjacent edges of wrapper and fold over to form a triangle. Pushing out any excess air, press the edges to seal. Then wet the two opposite corners of the wonton and press together to form a tortellini-like shape. Repeat with the remaining wonton wrappers and filling.

Heat a large pot of water to a boil on high. Reduce heat to medium-high and add the wontons (cook in batches, if necessary). Simmer wontons 3 to 4 minutes, or until wontons float. Using a skimmer or slotted spoon, remove wontons from water.

Serve garnished with the scallions and sesame seeds. Dip in some chili oil, if desired.
