Coat a medium nonstick skillet with cooking spray; heat over medium-high heat. Add pepper; saute until crisp-tender, 5 minutes.Stir in shrimp and scallions; saute until shrimp are cooked through, 2 minutes. Stir in remaining ingredients, except rice, and toss until pineapple is hot; serve over rice.
