Yogurt Sauce with Capers and Chives

chives2 Tbsp, fresh, chopped
dill2 Tbsp, fresh, chopped
uncooked shallot(s)1 Tbsp, minced
capers1 Tbsp, minced (or less to taste)
fresh lemon juice1 tsp
lemon zest1 tsp
kosher salt¼ tsp
black pepper1 pinch, freshly ground
