Coat a large skillet with cooking spray. Heat on medium-high. Add the peppers and onions. Season with the salt. Cook 3 to 4 minutes, until tender, stirring occasionally. Stir in the beans and 3/4 of the salsa. Heat until salsa is simmering,

Add the tortilla chips to the skillet. Gently stir to combine the chips and the veggies and salsa. Sprinkle the cheese on top and let cook without stirring until cheese melts, about 2 to 3 minutes.

Divide among 2 plates and top each with 2 eggs. Pour remaining salsa on top.
