Preheat broiler. Top chicken with mustard. Broil until cooked through. Put oil and onion flakes in a plastic bag. Add pepper, celery and broccoli. Season to taste and shake well to coat. Broil, turning once or until desired tenderness. Serve chicken and vegetables with rice.
