Place a sheet pan in the oven. Preheat the oven to 425°F (leave pan in oven as it heats).

Cut a hole in the center of each bread slice with a 2½-inch biscuit cutter. Carefully remove the hot pan from the oven and coat with cooking spray. Arrange the bread slices and bread cutouts on the pan. Crack 1 egg into each hole. Sprinkle the salt over the eggs. Sprinkle the cheese over the bread cutouts and the edges of the bread slices. Bake until the egg whites are set and yolks are cooked to desired consistency, 7 to 10 minutes.

Remove the pan from the oven; sprinkle the eggs with the black pepper. Garnish the toasts with the arugula.
