In a small covered saucepan, bring 2½ cups water and ¼ tsp kosher salt to boil. Meanwhile, in a medium, dry skillet, toast 1¼ cups medium bulgur over medium-high heat until fragrant, stirring constantly, about 3 minutes. Transfer bulgur to a medium heatproof bowl. Pour boiling water over bulgur and cover with plastic. Let stand for 30 minutes, until water is absorbed and bulgur is tender. Drain any excess water. Serve immediately, warm, or cold.
