You have to remember, an apple IS zero PointsPlus. It's full of fiber, water, and natural sugar. When you dehydrate them (making them into chips), you ARE changing the apple. You aren't getting all that fiber to make you feel full, so there is a HUGE potential to overeat those chips because they have a lower satiety level. So yes, you can have all zero PointsPlus value foods in a recipe and it still add up to PointsPlus values. It doesn't fill you up the same. I know, confusing.
