Heat oil in a small saucepan over medium-high heat; add garlic and cook, stirring, until lightly browned. Add onion, carrot and celery; sauté until tender. Add diced tomatoes, black beans and kidney beans; season to taste. Heat through, stirring occasionally; serve over rice.
